The pattern is aimed, not rolled: it always matches the weapon you are carrying.

Learning it
Using the pattern teaches 1 recipe permanently to your Smithing. It is consumed in the process.

Everything it makes is guaranteed legendary or better, and bound on craft — it can never be sold or listed.
